This parody is a satirical socio-political comment about boosting Singapore’s falling birthrate, created by photo manipulating a parking coupon. Coupon parking is a variation of pay and display without the use of machines, widely used in Singapore; instead, the motorist purchases a booklet of coupons in advance from the authorities. To use a parking coupon, the motorist has to completely tear off tabs of the date and time in which he/she leaves the vehicle.
In this meme, the government exercises total dictatorial control by enforcing copulation under supervision, according to a stipulated love making technique for each day of the month. Couples who participate in this community project between fictitious authorities such as Urban Rendezvous Authority, National Copulation Council and Singapore Coitus Enforcement are promptly rewarded with grants/tax rebates.
